Coming Soon - the story of Highway Dept .vs. Westinghouse Dr / Spring Street

This article below shows how the Arkansas Highway Dept thinks it is above the LAW because they know they can not be sued.  We need to hold them responsible for the illegal operations.

????? New Landfill Site ?????

Recent discoveries on Hwy. 70 East reveal alleged use of state right-of-way as a dump-site. On Feb. 27, 1997, this reporter from Internet Newspaper in Hot Springs, spotted a truck dumping a substance on to the right-of-way just south of Little Rock Highway ( Next to the Knights of Columbus ). The truck was identified as an Arkansas State Highway Dept. vehicle.

When questioned by this reporter, the driver of the truck affirmed that his supervisor was Sammi Holton, phone number 623-8312.

Further investigation showed that the site had become a regular dumping site for mowing signs, cement posts, orange tool box, and other metal objects. More than one dead dog was spotted laying out in the open, and containers of unknown substance were located at the dump site.

Piles of dirt and rocks give indications that this right-of-way is allegedly under the control of the Arkansas Highway Dept. The piles are not gravel piles used for icy roads. Are these dirt piles used to cover up illegal dumping??? Are chemicals being dumped that can run off into a local stream, just 50 feet away???? (This reporter noted a strong odor, a "stench" at the site ). Are family pets that are killed on the roads, picked up by the Highway Dept. employees and "dumped" out in the open to decay???

The site is approximately 150 ft. from Hwy 70. and is located 1/2 mile from Cutter Morning Star Elementary School.
